A Brief Discussion on New Food Ingredients (New Resource Foods)

The Ministry of Health of the People's Republic of China is a constituent department of the State Council responsible for health work. In 2013, the State Council integrated the responsibilities of the Ministry of Health and the family planning management and service responsibilities of the National Population and Family Planning Commission to establish the National Health and Family Planning Commission. The National Health and Family Planning Commission revised the 'Management Measures for New Resource Foods' formulated by the former Ministry of Health according to the 'Food Hygiene Law' into the 'Management Measures for Safety Review of New Food Raw Materials' (Order No. 1 of the Director of the National Health and Family Planning Commission in 2013) and officially implemented it on October 1, 2013.

Definition of New Food Raw Materials
New food raw materials refer to the following items that have no traditional eating habits in China:
(1) Animals, plants, and microorganisms;
(2) Components isolated from animals, plants, and microorganisms;
(3) Food components whose original structure has changed;
(4) Other newly developed food raw materials.
*Traditional eating habits refer to a history of production and operation of a certain food as a standardized or non-standardized packaged food within a provincial jurisdiction for more than 30 years, and it has not been included in the 'Pharmacopoeia of the People's Republic of China.'
Characteristics of New Food Raw Materials
New food raw materials should possess the characteristics of food raw materials, meet necessary nutritional requirements, and be non-toxic, harmless, and not cause any acute, subacute, chronic, or other potential harm to human health.
